the W3C are getting away from features which control specific parts of a 
browser. you need to consider that many browser may not even *have* a 
status bar.

a better idea is to have a generic description, and then the browser can 
decide the best way to express to the human user the two most important 
bits (the URL and the description).

..and we already have that.  the "title" attribute can be applied to <A> 
tags (among other things).  it's up to the browser to decide how to handle 
it though, and these days most display it as a tooltip-like box.
