[thelist] DHTML menu overlaps form fields in IE

You shouldn't even need to. For my DHTML menus, it overlaps fine in IE, only
a problem in NN.

Cool.  This is an Intranet so we control the browser (IE 4+) so we'll throw
the menu in a layer.
