Outlook and Exchange are perfect for this (got to be for something!)
You can create a mailbox that will hold all of these emails, then allow 
your users something like 'publishing author' rights. Then set Outlook to 
open up more than 1 exchange mailbox.

Outlook: Tools > Services > Properties of Exchange server > Advanced Tab > 
Add additional mailboxes.
