ok, ok. you can all stop sniggering now before you start!

Yes, or course, the problem was that FTP publishing was not started in
Services. I made most that most basic of mistakes and assumed the other guy
who was struggling with it had already done this. When I questioned this
point, we found the problem.

I answered my own question almost as soon as I had hit the submit button....

Thanks for the correct answer, it would have helped if we were still
stuck/stupid/useless.
