[thelist] target="_top" not working?

Ahoy thelist:

Do any of you have an idea as to why the target attribute might not work in
a frameset? It's pretty straightforward--one frameset, two frames, and a
link in one of the frames needs to fill the entire browser window.
target="_top" should take care of this, but it doesn't seem to be working in
IE or NN on Mac or PC.
