I hate to admit this, but I actually did a site like this when I was in
college for my student portfolio. I didn't hide the navigation in the
dragable frame window but I targeted my work into that window when the user
clicked on the thumbnails etc. I tried a few different methods for
explaining how it worked on the site, but nothing could make it elegant.
I'm not saying I condone this kind of design, but I know I learned a lot
about useability when I was trying to make my site work from a user
standpoint. And since this is a rarely seen use of frames I assume the
designer came up with this idea independently. This shows originality and a
willingness to try new things, as long as they learn from their mistakes
(which this certainly was) these are good things.

You may want to think about who your audience is before you start insulting
a large group of people like this. I apologize we all can't be as
enlightened as yourself.
