One more thing.  The main reason I'd suggest PHP and then 
JSP/Java over other solutions is that they work well in a 
cross-platform environment.

PHP is available on both Unix and Windows systems, and Java 
is *all* about being cross-platform.  And since being cross-
platform is the major trend in the industry, these two are 
safer bets than other, less flexible options.
