sure, same scenario up to step 3.  instead of a cfcontent tag, just do a
cflocation to the file.  that should do the trick for ya.

the better solution would be to ask the host to enable the cfcontent tag.
there are a multitude of valid reasons and relatively few security concerns
for enabling this tag.
