Did you try the other DTD recommended in the evolt article?

You have:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

and an article at Evolt offers some alternate DTDs  since NS6 does not like 
the Trans.
