Personnaly, I find that the most user friendly time selector is the one that
asks :

What time is it for you :

15h23
16h23
17h23
18h23
19h23
...

Tho hour is generated by the server, and then you add + or - 12 hours if you
(the server) are on gmt0 for example.
Most users (including myself) have no idea what their timezone is. It's a
lot simplier to now what time it is when asked the right timezone.
