I have a PDF-to-HTML utility up at http://paulding.net that works with
any HTML/3.2 browser.  Ugly output? Yes. But not everybody with a
browser can run Acrobat, so it sees quite a bit of use.

Removing the underlines from links not only can give an HTML
page a "cleaner" look but it can also substantially reduce 
bandwidth costs. The most effective way to get rid of those
ugly underlines in all browsers is to remove the anchor tag 
surrounding the underlined text
