User-friendly doesn't need to be plain. And most of the general public's computers and browsers are not that old.

But to answer your question, charge whatever you think you can get away with. It'll depend on your experience, competition, and the skills involved. Since you're starting out, start low and gradually increase as your portfolio and skills grow. 

Rates for decent work in the DC area vary between $50 and over $200 per hour.
