unfortunately you are incorrect.  rightmargin is a non-standard ie specific
attribute of the body tag and has absolutely zero effect in netscape.

the gutter you're seeing is reserved by netscape for the scrollbar whether
it's necessary or not.  coincidentally, ie does the same thing except it
display the scrollbar at all times.

so -- the solution?  make your content tall enough to always show the
scrollbar, find a color that you can set the bgcolor of the body to that
doesn't make that gap obvious, or simply ignore it.
