Define "not too pricey"...

For 1000$, you can get Mailsite Rockliffe, which is your all in one mail
solution for NT.
POP, SMTP, IMAP, and listservs.  I've always been quite happy with it.
Lists come with a web archive, which you could use as a noticeboard.

At that price, some consider it pricey, others don't. Since I don't know
your budget, it may be way out of it.. :-)
