Hey John,

Some ISP's (AOL is notorious) cache pages in order to conserve their own
bandwidth.

Depending on what application server (if any) you are using, there are some
strings you can send in the response header to prevent most ISP's/Proxies
from caching the content.  The downside is that usually this means the
browser will not cache the content either; every element on every page must
be downloaded by the user, which could make your site seem slow, especially
on dial-ups.

This may not be the root of your problem, but it's something to consider..
