yes.  IIRC, the syntax is similar to that used for HTML internal links:

filename.pdf#bookmark

you will need to define these bookmarks w/i the .pdf document using acrobat.  i
believe i've read that bookmarks created in other authoring tools (framemaker,
etc) will appear in the distilled .pdf and can be referenced in this way as
well.
