you can't use css in library items.  can't remember why, but it's in the
dreamweaver manual somewhere.

However, you can set up classes in your sites stylesheet and add them
manually to the library item using the code view and it should work.

is that what you meant??

but it doesn't attach it, I tried copying the .css
in the library folder, but it doesn't work.
