Hmm. Well, Pantone is used for print, and "web" is used on a monitor, so
there's a big difference between subtractive and additive coloring.

If "web" means "websafe color cube", and if you use Fireworks, then you can
eyedropper up any color and do a "web dither" fill. This gives you two
"websafe" colors which closely *approximate* the desired color.

Otherwise it looks you'd more radically changing the original color in some
way...?

What does "web color" mean to you here? This might be a way to get to the
core of the issue.
