but wouldn't that require *some type* of executable being sent in a . .
for lack of a better term . . .  Query Mail that would look at the users
settings and report them back to you (your server)?

WOW. You think scrambled HTML E-Mail is bad (HTML E-mail in general sucks
in my opinion - but I'm trying not to mention that) wait until you see the
response(s) from sending THAT "message".

Obviously, all this is just my opinion . . . but I would respectfully
suggest you save formatting for display, and use e-mail for communication.
The whole planet will thank you for it in the long run :-).
