The quickest thing (and easiest on your aspirin stock) is to ditch the IIS
ftp server. Restricting people their home directories and whatnot is a pain
in the ass at the least.

It is robust, easy to use, does what you want, and relatively cheap.

Seriously. IIS ftp server /sucks/ --to say the least, and it's not much
better in Win2k....
