The GNU tool gettext is a standard tool for multilanguage sites /
programs. You can use it via PHP, for example. It's really easy to use
and makes translating your site very easy, too.

I'm from Germany and I think there shouldn't be a great cultural problem
if you use the same template/navigation. Both are western cultures. I
see greater problem with the Japanese site...
There are a few minor differences you should keep in mind. For example,
in German you use a decimal comma instead of a decimal point, like 12,35
DM instead of US$ 5.28 .
German terms are often about 1/3 longer than the English ones, though.
