There isn't really any difference between them, they both alias the same 
directory off the document root. *however* if you were to only have

Alias /books/ "D:/www/books/"

in your config file, http://foo.com/books would throw a 404 putting both 
of them in there ensures that http://foo.com/books/ or 
http://foo.com/books both work transparently to the user.
