no, it's just people being considerate

there are some mail clients (not sure which ones) that will attempt to
render any actual html code in a plain text message

at least, this is the fear, so that's why people attempt to circumvent it
from happening

actually, i have also heard that it is only the  < h t m l >  tag that can
cause problems, and on a list like this, there's usually no point in being
rigorous and including it when giving a code snippet, most people will know
it should be there

any other html tags should be safe /au naturel/

i've been using outlook express 4, a truly wonky mail client, for several
years, and i've never noticed any pr^H^H^H
