I think you are talking about HTML Kit (free)

Not sure if it has syntax hightlighting for everything you want. But
probably.
Otherwise Homesite is the standard tool on the windows platform at least
(and in my experience) but that'll cost you a bit and has some of those
"extra" features you're talking about.
