So I'm trying to figure out if something like this is possible on apache

<!--#include virtual="/1/<!--#echo var="DOCUMENT_NAME" -->"-->

<!--#include virtual="/2/<!--#echo var="DOCUMENT_NAME" -->"-->

I know that this won't work is there a way I can include if I set it as a
variable?

My brain is not working right. I'm also trying to figure out how to do it in
PHP but my PHP is even weaker then my SSI.
