Hi,
I'm not sure, but this might be because IE6 (and NS6 and IE5/Mac) will lock
into "strict" mode, due to the doctype you are using.
If you remove the URL from your doctype, you will still be able to validate,
and those browsers will operate in "quirks" mode, which offers a little more
backwards-compatibility.
