I tend to disagree with that.

If I have a style called "GreenTwoPix", it will get confusing when 2px green
borders are changed to red and 1px, for example. I end up doing this to
myself all the time. It would be better as "outernavigationborder",
describing the usage, not the styling itself.

Complications may arise (as you've stated) if CSS is misused.
