Actually, the other way around is more correct.

The customer can *always* refuse to do business, for any reason,
or for no reason at all.

A business *often* can refuse, but there are certain limitations.
In the US, for instance, a business cannot refuse on the basis 
of race, religion, or national origin, and in some jurisdictions, on 
the basis of sex, of sexual orientation or of fat.

And if the business is a regulated monopoly or common carrier, 
it cannot refuse to do business on a whim; it has to have a 
reasonable and substantial business purpose in refusing to do 
business with someone.
