Bill them the same.

But to add to that, in some cases, if I know it's
something I can resell to others and profit on, I'll
discount it to client A, then sell to B, C, D, all at
the same price.

Or if it's an app I really wanted to learn or build
anyway, I'll discount the pricing up front as well.

Also, just because one client is a mom & pop shop and
the other is a large corporation, they don't deserve
different pricing for the same work/app.

Either way, you should always bill the same.  You
never know when, where, or how those same clients may
come in contact with each other, bring up this great
app/development they've contracted/bought, and what
price they've paid.
