Actually, my local paper was not and is not inclined to 
(www.newberryobserver.com), so I built a community site of my own 
(www.aroundnewberry.com) to meet the need.  It is still in its infancy, but 
I have gotten good local acceptance.  Will soon be adding forums and 
news/announcements.

You might also consider a canned community site.  I know I saw one once 
built using PHP, but my e-mail got wasted last week and I can't find the site.
