If using the paintbrush tool in PS doesn't suit you, then I think
Adobe PhotoDeluxe or one of those other free/almost free programs
has auto-red-eye reduction. Hint: pick a color closer to a deep
grey rather than pure black, as there is a bit of reflectance
even in a black pupil.
