My first guess to the solution of your problem is that you need to
install the NetBUI protocol on the two machines. This will allow them to
see the files located on either machine, without it, all you are able to
do is TCP/IP.

My next question is, are they networked through a hub or directly? This
will influence the type of cable used.

Sorry to ask a doofus question, but while I have no trouble getting 
mac to *nix, mac to mac, or *nix to *nix boxes talking, I've never 
been able to get a win 98 box to talk with another win 98 box.
