this page uses <marquee> for its scrolling text, and that's a proprietary
microsoftism

the good news is that you can get scrolling text to be completely
cross-browser by using dhtml

unfortunately i don't know any such script myself, but a quick search using
google turned up this page which appears to have what you want --
