As long as the SERVERNAME_IUSR (Anon web user) account has got change 
access (RWX dodgy unless the point below is done.) to the folder you're 
cool and the gang  ;)

For security get the db in a folder above (ie higher up the dir tree) the 
html folder.

html --> d:\sites\joesite\public_html\
db --> d:\sites\joesite\databases\

Whatever is done, you'll need to use a DNS less connection string. Here's a
