The 4.0+ browsers are pretty good at layering static content, things which
dont' redraw themselves, like HTML text of still images.

They usually don't attempt to layer things which actively redraw
themselves, such as applets, plugins, controls, even some FORM elements.

(One exception is IE3+/Win, which offers "windowless controls" for
offscreen compositing. One of the few ActiveX Controls to take advantage of
this is the Macromedia Flash Player, via the "wmode" parameter in the
markup.)

Trying to show a graphic above an applet is a hard thing across the range
of browsers, sorry.
