It can, it just depends on the style sheets used with it.
Style sheets can specify to use your settings, such as skin
2 at Zeldman uses your font settings. If the author wants
to give you total control, they can make a style sheet that
does that. Hell, to give you total control you take the
style away altogether - which is what pressing zero does.
What's more, it's a lot more useful for the majority of
users, I believe, because it's part of the ui of the site.
Many many many more people know how to use the sites they
go to than use their browsers. By integrating user
preferences into the site itself it makes it a lot more
likely that more people will find out about that
functionality. None of my friends know how to change font
size at all. They're casual internet users. Only people who
have very specific needs, or designers, on the whole will
tend to change these settings, and the people who really
need them will set their settings to always override those
set on the site.
