Two cents here, that a JavaScript nav system gets expensive very quickly...
there are multiple browsers which have to deal with the instructions the
same way, and then for each serving you have to download the relatively
bulky text JavaScript instructions and each of the various bitmap files,
one by one.

SWF offers more predictability, and better filesize too... for an example
of a monster Flash menu system, see the General Motors front page:

For simpler menus the canned JavaScript routines can work, but when the
interactivity scales up then SWF overtakes it.
