That's because it's not much of an upgrade.

For XP Pro users, you're getting a lot of tweaks, but not a lot that's
significant
(1st thing I did with XP was turn off the Tellytubbies skin).

For XP Home users who've been on Win9x/ME, it's like a different world.

I just started the copy of XP that I have running in a VM on my pc here
at home, here's what IE6 reports as it's UA:

Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1)

I am interested to see that M$ doesn't see XP as anything more than a
slight upgrade over 2000. :)
