We actually discussed this yesterday on this very list! Here's what I found on NS6 Mac and Windows (haven't checked *nix) http://lists.evolt.org/archive/Week-of-Mon-20020211/053594.html In a nutshell, NS6 doesn't display alt text if you turn off images voluntarily, but does if the image is actually missing.
