I suspect you are. Though a question to you. Why would you consider such
things as:

To be the 'basics for anyone involved seriously involved in web
development?

The only reason I can think of to *really* delve into HTML 1.0 might be
useful is for purely acedemic reasons or if you are building a site for
version 1 browser enthusiasts. Personally I've never seen a browser 4
version hit my sites but I code so they are at least legible on version
3's.

Before I state that you're taking this to far I'd very interested in why
you might go to such lengths?

purely acedemic reasons would be delighted to find one!
