[thelist] netscape 4.78 on windows doesn't show vertical scrollbar for long text

hiya!

does anyone know what causes this to happen? i've had people look at my page
in other 4.x flavors and on the mac; they see the scrollbar. but when i test
the page in 4.78 on NT, i never ever see the vertical scrollbar.

why? is this a known bug or have i done something goofy?
