I haven't used Winn9X in a long time, but once upon a time I used Apache on
it just fine. Obviously couldn't run as a service, but I was able to find a
little freeware tray app to control it. Using this, or just about any other
properly configured web server, will allow you you to test and run CGI
locally. BUT-- and this is a decent-sized "but"-- you will also need to
install whatever other languages, etc. you need, such as Perl/etc. Luckily,
this is pretty easy-- ActiveState Perl works like a champ and has a decent
installer...
