I have used a combination of image map and rollovers but I used Fireworks to
create it. You can also use ImageReady

It is difficult to do by hand.

If it is a pop-up window your looking for, the map is not an issue. If its a
rollover, you've got to replace one image with another of the same
dimensions. Your probably best just sticking to the slices and forgetting
the map.
