[thelist] Help! Local-Variable at members.evolt.org

Hi out there!
I need help!!!!
I tried to set the local-variable via
setlocale('LC_TIME','de_DE.ISO8859-1')
setlocale("LC_TIME","de_DE") and some others

to german time format. But nothing works. How do I do it or is it kind of
disabled at the server?
