[thelist] Explain this META tag!

Hello Great People,
Can somebody explain me following META tag:
<META HTTP-EQUIV="Content-Type"
CONTENT="text/html;charset=Windows-1252">
Somebody has sent me an HTML e-mail with some strange source (I am used
to check the sources of e-mails which I receive). When I saved that mail
as a web page, it contained above META tag. Each character of the web
page's HTML had a space before it and a space after it. Consider
following example:
< f o n t >
Can somebody explain me this phenomenon also?
