I'm just pulling this out of the air and am not sure I understand the
context of your problem, but what happens with:

www.url.com/blah.asp?qs1=foo&qs2=fah&#anchorHere

Or are you trying to pass a # as part of the query string? What
happens if you escape the # into a %23
