[thelist] Front Page Expert needed

Could someone who is familiar with Front Page "webbots" please read the code snippet below and tell me what's supposed to be happening? What *really* happens is the visitor gets a "page cannot be displayed" error when they submit the form. This page has been functioning fine for a long time - now for some reason (possibly due to some server changes), it's generating an error. I didn't create the page, and cannot decipher the "webbot" stuff. (I'm assuming "webbots" are a Front Page manifestation? If not... please educate me... thanks!)
