there's a whole wave of tableless, css-ish sites that exactly fit this
description.
http://www.bluerobot.com and http://www.glish.com are a couple of good
starting points. (for techniques as well as design, and links to other
similarly minded sites)

The dotted line thing is fast becoming a cliche, but both these look
good (and remind me that I really ought to redesign my own site soon).
