I'm with the others that have suggested the PHP and MySQL combination. I'd
strongly advise against setting up his own server, though. Unless he has a
lot of experience doing system administration already, taking on those tasks
might be biting off more than he can chew at this particular time. It seems
like overkill for the website you describe.
