Tagging languages let you specify what you'd like to have happen...
scripting languages require you to instruct the computer how to make it
happen.

(Example: "Please tie your shoes" vs "sit down, put leg on knee, grasp end
of first lace in left hand" etc.)

The distinction is blurring with time, as tag processors add scripting and
script processors add tagging. Still, it may be good for your friend to
survey the field, rather than digging in immediately on a scripting
vocabulary someone tells them to study.
